How can I stop my cellar from flooding?

My cellar only floods when we have severe rainfall. Clear water bubbles up through the concrete floor.
I live near a stream/river that goes underground near my house.It’s an old house in a row of three and some of the old drainage pipes at the back of the houses have disintegrated.How can I stop water that cannot drain away from entering my cellar.I am in the middle property, my neighbour to my right is not affected and the cellar of the house to my left only floods after I get flooded.
I fear rainwater from the house to my right is flooding into my property as the drainage cannot cope in heavy rain.I know they do not want to spend any money as one property is not affected and the other property is rented out to tennants and is going through probate and has has no legal owner at the moment.
How can I sort this problem out without having to do a major dig and damp/waterproof ?

You need to have all the drain tiles replaced. I used a company called B-Dry in the Detroit area. For a basement measuring 37 feet X 25 feet, it cost $4800 to go all the way around the entire perimeter of the basement. The break the concrete on the floor about a foot back from the wall to expose all the drain tiles. The remove and replace them with new plastic piping with drainage holes in it, and tie it into the main waste exit line. They re-fill the concrete back, and it’s ready to paint or finish in about a month after it fully cures.

My basement is now finished with a bathroom, large walk-in closet, laundry room, office, and large recreation room. Haven’t had a drop of water down there since!
