Can I have glass block basement windows if I eventually want to finish my basement?

I live in St. Louis, Missouri. I am about to replace my 4 basement windows with glass block windows for security reasons. If I eventually want to finish my basement, Will the glass block windows pass code, or do I have to have a vented window that will open?

Do check with the local building dept (located in city hall) however, there may be a egress issue (need to get out in case of fire) as well as for ventilation.
